About the Office :


The Employment Exchange Service came into existence in India after the IInd World War to handle complexity of post War problems. In order to ensure uniformity in the proposed machinery throughout the length and breadth of the country. The Director General of Resettlement and Employment was set up in 1945. Till the end of 1946 the Employment Service was confined to rehabilitation of discharged war personnel.


The Sub-Divisional Employment Exchange, Sohra came into existence and was formally inaugurated in the year 1986 by (L) Dr. Flinder Anderson Khonglam, the then Honourable Minister, Health and Family Welfare, after Sohra was declared a Sub-Division.

 

The main objectives of the Sub-Divisional Employment Exchange, Sohra is to implement and co-ordinate all programmes of employment assistance, career advice and employment counselling to the job seeker/students, and also collection of information about the data of the number of of Employees and vacancy if any from state, Central and Private sector that will help in the compilation of employment Market Information.


Function And Duties :



Registration of Job-Seekers – This is the first step the Job-Seekers takes to avail the benefit of Job-Placement. As of now the Directorate has come up with a new module called "Skilled Hands" develoopment under technical assistance with the NIC Shillong. The main
concept of developing this module is on the one hand to provide platform for registration of skilled people in the state to advertise their skills under the Web Portal of Directorate of Employment & Craftsmen Training (www.dectmeg.nic.in) and which would lead to gainful self employment. On the otherhand, this module will also help to provide the common citizen with information and choice to engage a person with a skill of his/her choice.
  1. 1. Documentation of vacancies – All vacancies arising from Govt. Offices, Public and Private Sector are documented in relevant files whenever they are requisitioned

  2. 2. Submission of names of applicants to the employer on demand-based on qualification, age, seniority etc as per requirement to the employer but based on seniority.

  3. 3. Vocational Guidance to Job-Seekers-Vocational Guidance is rendered with the sole objective of enhancing employability of the individual, offering timely information to the individual to assist him in choosing, adjusting or changing occupational life and offering information about the realities of employment market. It may also be added that the State Government through the Directorate has launched Placement linked training courses to train and place unemployed youth of Meghalaya in various courses annually. In addition, the Government of india SFDI Scheme is also being implemented by the state. In this regard, the Dte has signed MOU with select VIPS to train youth outside the state. Information of all VTP along with the different trades/courses is available at the office of the SDEE , Sohra.

  4. 4. Collection and Compilation of Occupational Information by displaying in the Office notice board for wider publicity and even sent to the Sub-Divisional Officer for much wider publication.
  1. 5. Making registration mandatory for employment so as to ensure a more accurate data of Job-Seekers awaiting placement in the State.

  2. 6. Call for co-operation from employers while publicizing their vacancy to fill all exiting vacancies as far as practicable through the local Employment Exchange.

  3. 7. Skill Development- Job-Seekers are encouraged to develop a series of skills-basic skills that will help them towards a smooth and successful adaptation to the changing demands of the labour market.

  4. 8.The vocational Training Centre under the Ministry of Labour and Employment is one of the most comprehensive systems in the country. The Craftsmen Training is provided to the youth with the objective to prepare semi-skilled workers for the industry. The Craftsmen Training is implemented through a network of the Government Industrial Training Institutes (ITIs)/Private Industrial Training Centre (ITCs) located in various parts of the country. The educational qualification varies from Class VIII passed to Class XII passed depending upon the trades. The duration of training varies from 1 - 2 years.

  5. 9. Persons with Disabilities- For this, there is an act called (Equal Opportunities Protection of Right and Full Participation) Act 1993. This act extends to the whole of India except the Stateof Jammu & Kashmir. In Sub-Divisional Employment Exchange, Sohra ther are 6(six) Physically Handicapped registrants. 1(one) female and 5(five) males as on June, 2015. In Shillong Emoployment Exchange, there is a special cell for the Physically Handicapped Persons where they can register themselves for placement in any vacancy whrether State or central, according to the highest level of skill of which he/she is capable of performing based on the condition of disability. According to the Office Memorandum of the state Government vidde Letter No. (AR) 150/88/452, dated 30th October , 2006 provided that in any recruitment year the reservation shall be made within the exixting percentage of reservation of posts in the category of Khasi, Jaintia andf Garo. 1.3% reservation i.e 1% each for candidates with (a) Blindness of Low Vision (b) Hearing impaired and (c) Locomotion disability or cerebral palsy be made. 2.2% reservation for sports persons who have presented the country/state/district in any discipline certified by competent authority. The Government through Social Welfare Department is also implementing the scheme of allowance for unemployed eduacated youth. The eligibility of the scheme is only for those educated disabled youth who has registered with Employment Exchanges. The rate allowance as proposed by the department is Rs. 500/- p.m.

  6. 10. Live Register- The Office also maintained the Live Register of Registrants registered in the Employment Exchange for obtaining the Employment Exchange Card (X-10) . As of now, till July, 2015 the number of registrants is 617 (Six hundreed seventeen) both amle and female in different occupation codes and category. But the figure keeps on changing from months to month depending upon the number of registrants.


  7. 11. Success stories of the Department-Some candidates who availed the then P.M.R.Y. Schemes are benefited a lot from the schemes. A follow up study hard been carried out by the Department and it was found that the scheme with which they availed had gained profitably in all respects. In the year 2008, 2(Two) registrants were placed in EMRI, Shillong one for the post of Driver and another for the post of EMT against the sponsoredf list of 6(six) candidates. Much recently, in the year 2013, 1(one) registrant was placed inPunjab National Bank, Sohra Branch for the vacant post of peon against the sponsored list of 20(Twenty) candidates both male and female .

  8. In 2014, 4(Four) registrants were placed in different branches of Meghalaya Rural Bank as Office Attendants against the sponsored list of 20(Twenty) registrants.

  9. The above mentioned activities and success stories taken up by the office of the undersigned under the Sohra Civil Sub-Division Sohra) is kindly submitted herewith for information and publication in the website.

  10. There are numerous return/reports/statements submitted by the office of the Sub-Divisional Employment Exchange Sohra. Monthly/Quarterly/Annually not only to Dte, Shillong but also to DGE&T/SDO(C) and others for informations and records to update the statistical data of the office.
